The year of 2007 was marked by the growth of the market of apartment, building, and industrial heat meters. Analysts of Research Company Abercade assume that in the next 2-3 years the domestic production of apartment and building instruments will continue to grow.
Production of Heat Meters
As concerns production of (central) building and industrial heat meters, the following five major manufactures can be named: Close Joint Stock Company (CJSC) “Vzlet”; TBN “Energoservice”; CJSC “NPO Teplovizor”: NPF “TEM-pribor”; and, CJSC “NPF Teplokom.” The market of apartment heat meters includes Russia and foreign instruments with different price brackets, quality and principle of operation. The two key manufacturers are IVK “Sayany” and NPP “Uraltechnologiya.”
Production output of apartment heat meters makes up 10.3% and overall production of building and industrial heat meters is 89.7%. In monetary terms, 2.1% falls on the share of apartment heat meters and the share of building and industrial instruments is 97.9%.

In monetary terms, the production structure consists of electromagnetic heat meters (41%), tachometric (15%), vortex (18%) and ultrasonic instruments (26%).
Import of Heat Meters
In 2007, the highest proportion in physical terms falls on apartment heat meters – 54.2%; the total share of building and industrial instruments is 45.8%. In monetary terms, the import share of apartment heat meters makes up 31.1%, while the total share of building and industrials heat meters is 68.9%.
As regards the structure of import of apartment, building and industrial heat meters, in physical terms the highest import share is represented by tachometric heat meters – 50%, ultrasonic instruments – 41.5%, electromagnetic – 8.4% and vortex – 0.1%. In monetary terms, the highest share is made up by ultrasound heat meters – 60.8%, while the share of electromagnetic heat meters is 13.1%, tachometric – 25.5% and vortex instruments – 0.6%.
For the last several years, the major supplies of heat meters to the RF encompass Germany, Denmark, Lithuania, and Estonia. In 2007 the share of these countries was 97.6% in physical terms and 94.5% in monetary terms.

Export of Heat Meters
In physical terms, 99.6% of export falls on building and industrial instruments, and made in Russia apartment heat meters are almost not exported (in 2007 their share was only 0.4%).
In monetary terms, the share of exported building and industrial heat meters is 99.7%, apartment – 0.3%.

Consumers of heat meters from the RF include CIS countries. In 2007, the largest volume of supplies falls on Kazakhstan – 75.3% in physical and 70.4% in monetary terms and Ukraine (21.1 and 27.4%, respectively). The proportion of Moldova and Uzbekistan is insignificant.
The major exporting companies include “Vzlet” (59.3%) and Teplokom (23.9%).
Consumption of Heat Meters
In 2007, the estimated consumption of apartment heat meters constitutes 14.4%, building and industrial instruments – 85.6%. The share of consumption of apartment heat meters expressed in monetary terms is 3.2% and the total share of building and industrial instruments expressed in monetary terms is 96.8%.
The proportion of imported instruments in consumption makes up 9.1% and the share of exported instruments in production is 1.1 %.

Key Conclusions
In the structure of production expressed in monetary terms, the share of apartment heat meters makes up 2.1%, and the total share of building and industrial heat meters is 97.9%.
As regards consumption, the proportion of imported apartment, building and industrial heat meters constitutes 9.1%.
The results of surveys conducted by Abercade Company in 2005 – 2007 demonstrate that the structure of import by country-importer and manufacturer remains stable. The major suppliers include Germany and Denmark.
The export structure consists only of building and industrial heat meters. Kazakhstan is the main consumer of the instruments.
In 2007, the export share in production made up 1.1%.
For central building heat accounting and at the industrial facilities the mostly commonly used heat meters are those made in Russia.
In most cases, apartment heat meters are installed in new buildings with horizontal pipe interconnections.
It should be emphasized that 2007 was characterized by the growth of the market of apartment, building and industrial heat meters. Analysts of Abercade Company suggest that in the next 2-3 years the growth of domestic production of apartment and building instruments will continue. It is possible to predict increase in building meters demand associated with the implementation of the programs on installing heat meters in house stock at the expense of budget funds.
